On 31 December 2013, the Second Accountability and Transparency Review Team (ATRT2) submitted its Final Report and Recommendations to the ICANN Board of Directors.
The report is now issued for public comment to inform Board action on the ATRT2′s proposed recommendations.
Per Affirmation of Commitments (AoC) provisions, the Board is to take action within six months of receipt of the ATRT2 recommendations.
The ATRT2 Final Report and Recommendations were developed on the basis of the ATRT2 Draft Proposed Recommendations [PDF, 3.06 MB] and Correction Issued 7 November 2013 and submitted for public comment in October 2013. The report is the outcome of the ATRT2′s review of ICANN‘s execution of its commitments to accountability and transparency under the Affirmation of Commitments (AoC) and includes the results of the GNSO PDP Evaluation Study [PDF, 2.01 MB] the ATRT2 initiated as part of its review process (included as Appendix A).
To help ensure ICANN‘s multi-stakeholder model remains transparent and accountable, and to improve its performance, ICANN organizes community reviews of its accountability and transparency commitments no less frequently than every three years, consistent with section 9.1 of the AoC.
The Accountability and Transparency reviews are performed by volunteer Community members and include the following (or their designated nominees): the Chair of the GAC, the Chair of the Board of ICANN, the Assistant Secretary for Communications and Information of the DOC, representatives of the relevant ICANN Advisory Committees and Supporting Organizations, and independent experts.
